IDOT Notice of Final Involvement for Reconstructing the I-57 Interchange at IL-17 (Court Street)

NOTICE

FINAL PUBLIC INVOLVEMENT

FOR RECONSTRUCTING THE I-57 INTERCHANGE AT IL 17 (COURT STREET)

REVIEW AND COMMENT FROM OCTOBER 1, 2020 TO OCTOBER 31, 2020

The Illinois Department of Transportation, District 3 office, will provide an additional opportunity for public involvement in the ongoing study to reconstruct the I-57 interchange at IL 17 (Court Street) in Kankakee.  The purpose is to present proposed project information and potential impacts and to answer project questions and receive public comments.  IDOT has prepared environmental documentation supporting a Categorical Exclusion (CE) for the project in accordance with the National Environmental Policy Act of 1969 and this public involvement is being held to address requirements of 23 CFR 771.111.

Proposed improvements are anticipated to involve roadway reconstruction on I-57 and IL17 (Court Street) with drainage, intersection and safety improvements as needed.  Alignment changes are proposed along I-57 and will require replacement of the bridges carrying Waldron Road and the KB&S Railroad over I-57. Permanent and temporary closure or relocation of some local streets and entrances will be necessary.  Acquisition of additional right of way and easements will be required.  An analysis of potential highway traffic noise impacts has been performed in accordance with department policy and noise barriers found to be reasonable and feasible will be shown in the presented exhibits.

Additional right of way and easements will be required throughout the project.  Right of way acquisition and relocation assistance information will be available upon request as required by the Uniform Relocation Assistance and Real Property Acquisition Regulations for Federal and Federally-Assisted Programs, 49 CFR 24.

This public involvement will also serve to involve and obtain the views of the public regarding impacts and proposed mitigation for wetland impacts.

The public involvement will be conducted through the project website.  A presentation and exhibits will be posted for review and a comment sheet will be available to download and return by mail or email.  Completed comment sheets received by October 31, 2020 will become part of the public record and considered as the preliminary engineering study is finalized.  All interested persons are invited to view the exhibits and provide comments.  The project team will respond in writing to all comments received.  Completed comment sheets and responses will be posted to the project website for viewing.
